Now-a-Day lot of programmers available in the market, you can hire one of them or you can outsource your program to companies like Elance or Odesk (you can get your work done as minimum as 300$). Don't be afraid of investing money because this id definitely going to work perfect.

wait up, first of all you have to register at apple as a developer. Then you will be able to access to the resources like sample code, articles, SDK tool etc.,
